Principal AI & Data Architect and Fractional CTO. Senior Technical Consultant to the World Bank Group since 2018 and the IMF since 2023. Co-author of the World Bank Group's foundational paper on AI in the Public Sector (2021). Architect of national revenue and customs AI programs for Armenia's State Revenue Committee and of treasury cash-flow forecasting for the Central Bank of Somalia; has advised and contributed technical architecture to public program portfolios touching over $1.5B in institutional financing. Silicon Valley operator since 2007.
